Sugar-free products have become a common request in gummy development, but recently we received a slightly different inquiry from a Swedish customer. They wanted to develop fiber gummies sugar free, with a relatively high fiber content and a clear health-focused positioning.
The idea sounded simple at first: remove the sugar and add more dietary fiber.
But when we started discussing the formulation with our laboratory, the main question quickly became: Which type of fiber should we use?
Different fiber ingredients can change the taste, texture, stability, production process, and final cost of a gummy. For a new supplement brand, choosing the right fiber can therefore be just as important as deciding how much fiber to add.
1. Are There Any High-Fiber, Low-Sugar Gummies Available?
Yes. It is possible to develop high-fiber gummies with a low-sugar or sugar-free gummy base.
In our experience, the fiber level can sometimes reach around 30% of the gummy weight, depending on the complete formulation and the type of fiber being used.
However, increasing the fiber content is not simply a matter of adding more powder into the gummy mixture.
At higher inclusion levels, fiber can affect:
- gummy softness and chewiness;
- viscosity during production;
- shape and structural support;
- flavor;
- drying and stability;
- and, of course, product cost.
This was exactly what we needed to balance for our Swedish customer's project.

2. A classic case - A Swedish Customer Asked Us to Develop Zero-Sugar High-Fiber Gummies
The customer was developing a new brand for the European market.
Their requirements were quite clear:
- zero sugar;
- high dietary fiber;
- health-focused positioning;
- acceptable texture and taste;
- and a competitive product cost.
Because this was a new brand, cost was an important consideration. The customer did not want to create an too expensive premium formula that would make the retail price difficult to compete with after launch.
After discussing the project with our laboratory, we mainly considered three fiber options: inulin, soluble corn fiber, and resistant dextrin.
We then compared how each one would work in a sugar-free gummy formulation.
2.1 Inulin: Better for a Softer, More Candy-Like Texture
Inulin is a common fiber ingredient and was one of the first options we discussed.
One advantage of inulin is its mouthfeel. It can give the gummy a softer texture that is closer to a traditional gummy candy.
For brands that place a strong emphasis on taste and eating experience, this can be a good option.
The limitation is that when the dosage becomes relatively high, digestive tolerance needs to be considered. Some consumers may experience gastrointestinal discomfort with higher intakes.
So while inulin can work very well in fiber gummies, we would not simply recommend increasing the amount as much as possible just to achieve a higher fiber number on the label.
2.2 Soluble Corn Fiber: Good Texture, but Higher Cost
The second option was soluble corn fiber.
From a formulation point of view, soluble corn fiber has several advantages. It generally provides good tolerance and can help maintain the chewy, elastic texture consumers expect from gummies.
For a premium fiber gummy, this can be an attractive ingredient.
The main issue for this particular project was cost.
Soluble corn fiber was more expensive, which would increase the finished product cost. At higher inclusion levels, the gummy formulation also becomes more demanding. The gel system and production process may need to be adjusted carefully to maintain good shape, support, and appearance.
For our Swedish customer, who was launching a new brand and wanted to remain price competitive, this was an important factor.
2.3 Resistant Dextrin: A Better Balance Between Fiber Level and Cost
The third option was resistant dextrin.
Compared with the other two options, resistant dextrin offered good stability, relatively little impact on flavor, and a more competitive raw material cost.
This made it particularly interesting for a product where the customer wanted both a higher fiber content and a reasonable finished product price.
Of course, it also has a trade-off.
When resistant dextrin is used as the main fiber source, the gummy can feel slightly firmer and have a stronger rebound compared with a softer traditional gummy.
This does not mean it cannot be used successfully. It simply means that the pectin system, moisture, and production process need to be adjusted to improve the final texture.
2.4 Why Did the Customer Finally Choose Resistant Dextrin?
Rather than deciding only based on technical data, we prepared samples using different fiber systems and sent them to the customer for actual taste and texture testing.
After comparing the samples, the customer chose resistant dextrin as the main fiber source.
It was not because resistant dextrin had the best texture of all three options.
In fact, if the customer's first priority had been achieving the softest and most traditional candy-like texture, inulin or soluble corn fiber might have been more suitable.
But that was not the customer's only goal.
They needed to balance:
high fiber content + product stability + competitive cost.
For this particular brand and market positioning, resistant dextrin offered the best overall balance.
This is something we often see in private label gummy development: the "best" ingredient on paper is not always the best ingredient for the actual product.

3. So, Which Fiber Is Best for Sugar-Free Fiber Gummies?
There is no single answer for every fiber gummies sugar free project.
The right choice depends on what the brand wants to prioritize.

If the goal is to achieve a higher fiber level while keeping the product cost competitive, resistant dextrin may be the more practical choice.
In some projects, a combination of different fibers can also be tested rather than relying on only one source.
The final decision should always be made together with the complete gummy formula, because the fiber is only one part of the system.
4.Developing Your Own Sugar-Free Fiber Gummies
For a supplement brand, developing high-fiber gummies is not just about selecting a fiber ingredient from a list.
Before preparing samples, we normally look at the target fiber dosage, sugar-free requirements, desired texture, flavor, target market, packaging format, and expected product cost.
The Swedish project was a good example. The customer did not choose the ingredient with the softest texture or the highest raw material cost. They chose the option that best matched their actual business needs.
